قُتل جنديان إسرائيليان في ٥ آب إثر انفجار عبوة ناسفة داخل مبنى في مجدل زون — وهما أول خسائر إسرائيلية منذ سريان الهدنة قبل شهرين. وخلال ساعات، شنّت المسيّرات الإسرائيلية غارات على حيّ الملعب في برج الشمالي قرب صور، ما أدى إلى إصابة ثمانية مدنيين، فيما استهدفت غارات إضافية المنطقة الممتدة بين المنصوري ومجدل زون ودمّرت منزلاً مدنياً. ووفق قوات “اليونيفيل”، أطلقت إسرائيل ١١٣ قذيفة على الجنوب اللبناني في ذلك اليوم — وهو أعلى معدل يومي منذ ٢١ حزيران.
كل ذلك جرى فيما كان الوفدان اللبناني والإسرائيلي يجلسان وجهاً لوجه في روما.
ماذا حصل في روما
بين ٤ و٦ آب، عقد الوفدان الجولة السابعة من المفاوضات برعاية أميركية — وهي الجولة الثانية التي تستضيفها العاصمة الإيطالية. وتهدف المفاوضات إلى تنفيذ الإطار الثلاثي الموقّع في واشنطن في ٢٦ حزيران ٢٠٢٦، والذي يحدّد مساراً متسلسلاً: يستعيد الجيش اللبناني سلطة الدولة في الجنوب ويتحقق من إزالة السلاح والبنى العسكرية غير الشرعية، وتنفّذ القوات الإسرائيلية انسحاباً مرحلياً من الأراضي اللبنانية.
ركّزت جولة روما على ثلاثة ملفات: توسيع “المناطق النموذجية” التي يتولى فيها الجيش اللبناني كامل المسؤولية الأمنية، وحلّ النقاط الحدودية العالقة، والتقدّم نحو ترتيبات سلام وأمن شاملة. وقد أُطلقت المنطقة النموذجية الأولى في ٢٠ تموز، وتصفها واشنطن بأنها حقل الاختبار للإطار بأكمله.
نتيجتان تستحقان التوقف عندهما:
أولاً، آلية التحقق بدأت تتبلور. تشير تقارير من بيروت إلى أن الأطراف وضعت لائحة قصيرة بدولٍ مرشّحة — ذُكرت إيطاليا وسويسرا وإندونيسيا والمملكة المتحدة، من دون تأكيد رسمي من واشنطن — لتشكيل هيئة مستقلة تتحقق من عمليات الجيش اللبناني في تفكيك البنى المسلحة داخل المناطق النموذجية. وإذا أُنشئت هذه الهيئة، فستكون أول آلية دولية موثوقة تشهد بأن الدولة اللبنانية، والدولة وحدها، تحمل السلاح في المناطق الخاضعة لسيطرتها.
ثانياً، بات هناك موعد نهائي. من المتوقع أن يستأنف المسار السياسي اجتماعاته في روما مطلع أيلول، حيث يُنتظر أن يقدّم لبنان خريطة طريق مفصّلة. وقد أكد رئيس الحكومة نواف سلام أن أولوية لبنان هي تأمين انسحاب إسرائيلي مرحلي. أيلول، بعبارة أخرى، هو الموعد الذي يجب أن يثبت فيه لبنان قدرته على تحويل الدبلوماسية إلى سيادة.
ماذا يجري على الأرض
الصورة في الجنوب تروي قصة أقسى. تواصل القوات الإسرائيلية عمليات التدمير في حدّاثا ودير سريان ومجدل زون وأطراف الطيبة. وفي أواخر تموز، أعلن الجيش الإسرائيلي تدمير شبكة أنفاق تحت قلعة الشقيف قرب النبطية باستخدام نحو ٧٠٠ طن من المتفجرات — وشعر سكان البلدات المجاورة بالهزّات. واستمرت إنذارات الإخلاء والنزوح والغارات شبه اليومية طوال أيام المفاوضات. وتحصي وزارة الصحة اللبنانية أكثر من ٤٣٠٠ قتيل منذ استئناف التصعيد في آذار.
أما حزب الله، فقد رفض الإطار الثلاثي رفضاً قاطعاً، واصفاً المفاوضات بأنها تنازلات مذلّة، وداعياً الحكومة إلى التراجع عن مسارها. ويبقى رفضه تسليم سلاحه السؤال المركزي غير المحسوم في العملية برمّتها.
قراءتنا
يفصل التحالف الوطني اللبناني بين ما هو موثّق وما هو تقدير. الوقائع أعلاه مستندة إلى تقارير دولية ولبنانية. وما يلي هو تحليلنا.
لبنان اليوم أمام اختبار على سؤال واحد: هل تستطيع الدولة وحدها احتكار السلاح وقرار الحرب والسلم؟ إن الإطار الثلاثي — مهما كانت ثغراته ومهما كانت قسوة الظروف التي أنتجته — هو أول آلية مدعومة دولياً منذ جيل كامل تضع الجيش اللبناني، لا أي ميليشيا ولا أي جيش أجنبي، في قلب مستقبل الجنوب. ولهذا ندعم المبدأ الذي يقوم عليه: استعادة سلطة الدولة اللبنانية الكاملة على كل متر من التراب اللبناني.
وفي الوقت نفسه، لا بدّ من تسمية ثلاثة مخاطر بصراحة:
- استمرار الغارات وعمليات التدمير الإسرائيلية يقوّض المسار الذي تدّعي إسرائيل دعمه. فقتل المدنيين وتهجيرهم فيما المفاوضون يجلسون في روما يُضعف ثقة اللبنانيين بأن الدبلوماسية تُنتج نتائج، ويمنح الذخيرة لمن يجادل بأن طريق الدولة عبثي. إن الانسحاب الإسرائيلي المرحلي، وفق جدول زمني واضح وقابل للتحقق، ليس تنازلاً للبنان — بل هو التزام على إسرائيل، وهو اختبار حسن النية في الإطار كله.
- رفض حزب الله يُبقي لبنان رهينة خيارٍ لم يتّخذه اللبنانيون. لا يمكن أن تُبنى حماية أي مكوّن على ترسانة خارج الدولة. فأهل الجنوب — الذين دفنوا الآلاف وأعادوا بناء قراهم مرات تفوق ما ينبغي لأي جيل أن يتحمّله — يستحقون حمايةً من جيش وطني مسؤول أمام جميع اللبنانيين، مدعوم بتحقق دولي، لا دورةً جديدة تتحوّل فيها بيوتهم إلى خط المواجهة الأمامي في استراتيجية الآخرين.
- يجب ألّا تصل الدولة فارغة اليدين. إن نشر الجيش اللبناني في المناطق النموذجية من دون أموال إعادة إعمار وخدمات وفرص عمل هو نشرٌ للعلم من دون دولة. فالسيادة التي لا تعيد بناء البيوت لن تكسب القلوب.
ما الذي يجب أن يفعله لبنان قبل أيلول
- تقديم خريطة طريق في روما بتواريخ ومراحل ومؤشرات قابلة للقياس — ونشر مبادئها أمام الرأي العام اللبناني، ليكون المسار ملكاً للمواطنين لا للمفاوضين وحدهم.
- الإصرار على أن يقترن توسيع المناطق النموذجية، منطقةً منطقة، بانسحاب إسرائيلي متحقَّق منه ووقف فوري للغارات وعمليات التدمير.
- تأمين تمويل إعادة الإعمار والإعلان عنه مقروناً بكل منطقة تتسلّمها الدولة، حتى تعني عودة الدولة عودة الحياة.
- تسريع إنشاء هيئة التحقق المستقلة، التي تحمي مصداقيتها روايةَ لبنان أمام العالم.
الجنوب ليس منطقة عازلة، ولا ورقة مساومة، ولا ساحة معركة بموعد مسبق. الجنوب هو لبنان — مزارعوه، ومرافئه، وكروم زيتونه المحترقة، وعائلاته المتجهة شمالاً وقد رُبطت الفرشات فوق سياراتها. وكل قرار يُتّخذ في روما وبيروت في الأسابيع المقبلة يجب أن يُقاس بمعيار واحد: هل يعيد الجنوب إلى أهله، تحت سلطة دولتهم؟
هذا هو المعيار الذي سيحاسب التحالف الوطني اللبناني على أساسه كل الأطراف — في الخارج والداخل على السواء.
The South at a Crossroads: Diplomacy in Rome, Fire on the Ground

Two Israeli soldiers were killed on 5 August when an explosive device detonated inside a building in Majdal Zoun — the first Israeli casualties since the truce took hold two months ago. Within hours, Israeli drones struck the al-Malaab neighbourhood of Burj al-Shamali near Tyre, wounding eight civilians, and additional strikes hit the area between al-Mansouri and Majdal Zoun, destroying a civilian home. According to UNIFIL, Israel fired 113 projectiles into South Lebanon that day — the highest single-day count since 21 June.
All of this happened while Lebanese and Israeli delegations were sitting across from each other in Rome.
What happened in Rome
From 4 to 6 August, the two delegations held their seventh round of US-brokered talks — the second round hosted in the Italian capital. The negotiations aim to implement the Trilateral Framework signed in Washington on 26 June 2026, which sets out a sequence: the Lebanese Armed Forces restore state authority in the South and verify the removal of non-state weapons and military infrastructure, and Israeli forces carry out a phased withdrawal from Lebanese territory.
The Rome round focused on three files: expanding the “pilot zones” where the LAF takes full security control, resolving outstanding border points, and building toward a comprehensive peace and security arrangement. The first pilot zone was launched on 20 July, and Washington describes it as the testing ground for the entire framework.
Two outcomes deserve attention:
First, verification is taking shape. Reports from Beirut indicate the parties short-listed candidate countries — Italy, Switzerland, Indonesia, and the United Kingdom were named, though Washington has not confirmed — to form an independent body verifying the LAF’s clearance operations inside the pilot zones. If established, this would be the first credible third-party mechanism to certify that the Lebanese state, and only the Lebanese state, holds arms in the areas it controls.
Second, a deadline now exists. The political track is expected to reconvene in Rome in early September, where Lebanon is expected to present a detailed roadmap. Prime Minister Nawaf Salam has said Lebanon’s priority is securing a phased Israeli withdrawal. September, in other words, is when Lebanon must show it can convert diplomacy into sovereignty.
What is happening on the ground
The picture in the South tells a harsher story. Israeli forces continue demolition operations in Hadatha, Deir Seryan, Majdal Zoun, and the outskirts of Taybeh. In late July, the Israeli military said it destroyed a tunnel network beneath Beaufort Castle near Nabatieh using roughly 700 tons of explosives — tremors were felt in surrounding towns. Evacuation warnings, displacement, and near-daily strikes have continued through the talks. Lebanon’s Health Ministry counts more than 4,300 people killed since the escalation resumed in March.
Hezbollah, for its part, has rejected the Trilateral Framework outright, describing the negotiations as humiliating concessions and calling on the government to reverse course. Its refusal to disarm remains the central unresolved question of the entire process.
Our reading
The Lebanese National Alliance separates what is verified from what is judgment. The facts above are drawn from international and Lebanese reporting. What follows is our analysis.
Lebanon is being tested on one question: can the state alone hold the monopoly on arms and on decisions of war and peace? The Trilateral Framework — whatever its flaws and however painful the circumstances that produced it — is the first internationally backed mechanism in a generation that places the Lebanese Armed Forces, not any militia and not any foreign army, at the centre of the South’s future. That is why we support the principle behind it: the restoration of full Lebanese state authority over every metre of Lebanese soil.
At the same time, three risks must be named honestly:
- Israel’s continued strikes and demolitions undermine the very process it claims to support. Killing and displacing civilians while negotiators sit in Rome erodes Lebanese public confidence that diplomacy delivers, and hands ammunition to those who argue the state’s path is futile. A phased Israeli withdrawal, on a clear and verifiable timetable, is not a concession to Lebanon — it is Israel’s obligation and the framework’s test of good faith.
- Hezbollah’s rejection keeps Lebanon hostage to a choice it did not make. No community’s protection can rest on an arsenal outside the state. The people of the South — who have buried thousands and rebuilt their villages more times than any generation should — deserve protection by a national army answerable to all Lebanese, backed by international verification, not another cycle in which their homes become the front line of someone else’s strategy.
- The state must not arrive empty-handed. Deploying the LAF into pilot zones without reconstruction funds, services, and jobs is deploying a flag without a state. Sovereignty that does not rebuild homes will not hold hearts.
What Lebanon must do before September
- Present a roadmap in Rome with dates, phases, and measurable milestones — and publish its principles to the Lebanese public, so the process belongs to citizens, not only to negotiators.
- Insist that expansion of pilot zones be matched, zone by zone, with verified Israeli withdrawal and an immediate halt to strikes and demolitions.
- Secure and announce reconstruction financing tied to each zone the state takes over, so the return of the state means the return of life.
- Accelerate the independent verification body, whose credibility protects Lebanon’s narrative before the world.
The South is not a buffer zone, a bargaining chip, or a battlefield by appointment. It is Lebanon — its farmers, its ports, its olive groves set alight, its families driving north with mattresses tied to their cars. Every decision taken in Rome and Beirut in the coming weeks must be measured against one standard: does it return the South to its people, under the authority of their state?
That is the standard the Lebanese National Alliance will hold every party to — foreign and domestic alike.
